I have an even better plan. Send the military in full force to confiscate everyone's vehicles and shut down all power plants and utilities. People in California will only be allowed to use Candles and lamps for lighting which must use an environmentally friendly oil approved by the government. All water must be pumped by hand and the only modes of transport allowed will be bicycles and buggies drawn by oxen. There will be strict limit on how many oxen will be allowed to operate in the state at any one time. All oxen must be fed a special feed which ensures that their waste products are 100 percent biodegradable. Freight will be moved through the state by rail cars these will be pulled by teams of prisoners made up of people found guilty of violating environmental laws. With these new measures I am confident that pollution levels will plummet. Anyone who opposes this plan will be imprisoned as a "Enemy Polluter" and be held without trial in a secret detention center indefinitely.
